Hisarcýklýoðlu, in his speech here, informed that they have signed 2 protocols that will enable them to join the workforce by providing qualifications to young people and women and enable them to reach a workforce with sufficient professional skills in the areas that businesses will need.

Expressing that they are making efforts for the workforce to gain qualifications, Hisarcýklýoðlu explained that TOBB MEYBEM Vocational Qualification Certification Center, authorized by the Vocational Qualification Authority (FMC) in this context, continues its examination and certification services in 81 provinces.

M. Rifat Hisarcýklýoðlu said that they have given professional qualification certificates to more than 120 thousand employees through the exams they have organized in 77 professions, especially in dangerous and very dangerous professions.

Expressing that the MYK document incentive, which makes an important contribution to the certification of professions, should be reintroduced, Hisarcýklýoðlu drew attention to the need to increase the capacity of active labor force programs, ease their conditions and extend their duration.

Hisarcýklýoðlu stated that with the protocol of the Qualified Labor Force Training Program (NÝYEP) signed at the meeting, the labor force requirements required by enterprises within the scope of active labor force programs will be collected in chambers and commodity exchanges, appropriate training programs will be prepared, "Then candidates who want to benefit from the program will be brought together and given theoretical training, and then their employment will be provided by undergoing practical training in enterprises within the scope of on-the-job training programs. , Hisarcýklýoðlu said, "Candidates who want to benefit from the program will be brought together and provided with theoretical training." said.

Hisarcýklýoðlu pointed out that the TOBB Women Entrepreneurs Board, established in 2007, is carrying out important work to increase the number of women entrepreneurs in Turkey and stated that the board initiated the "Women's Hand in Industry Project" in 2021, the project was spread with 25 in a short time and more than 21 thousand women were recruited to the labor market with the support of ÝÞKUR. Expressing that the employment market in Turkey is strict, Hisarcýklýoðlu stated that flexible legislation is needed according to the standards of the International Labour Organization (ILO) and the European Union (EU).

Income tax levels should be reorganized to increase the wages of employees

Hisarcýklýoðlu, drawing attention to the fact that the income tax steps have been narrowed, used the following statements:

"It is not fair for a middle-income employee to enter the 40 percent tax bracket, the highest income tax, in the middle of the year, nor does it make sense. A similar situation is happening in the SGK premium based ceiling fee. While the ceiling wage was applied as 5 times the minimum wage in the past, it is applied as 7.5 times today.

We demand that the income tax levels and rates and the premium-based wage ceiling be rearranged in order to increase the net wages that our employees will receive. We also consider employment incentives very important for the protection of existing employment and the opening of new business areas." Hisarcýklýoðlu stated that the 5-point bonus incentive applied since the past provides direct support to employment and its implementation is simple.

- "We should provide additional incentives in labor-intensive sectors" Emphasizing that especially labor-intensive sectors have lost their competitiveness in exports due to increases in raw materials and energy and other costs in the recent period, Hisarcýklýoðlu noted that:

"We should provide additional incentives to prevent the loss of labor force in labor-intensive sectors. In order to protect the employment of our companies, whose production and sales have fallen due to the decrease in orders, we expect that the short work allowance will be put into operation without being subjected to too many procedures, just like during the pandemic period. Unfortunately, the problems of our enterprises located in the earthquake zone continue. The abandonment of tax and insurance premium debts, just like in the 1999 earthquake, will also enable our companies that were damaged by the earthquake to get back on their feet." At the meeting, the protocols of "Qualified Labor Force Training Program (NI Dec)" and "Women's Employment Cooperation" were signed between the Turkish Employment Agency (ÝÞKUR) and TOBB.

- "Employers will train the qualified personnel they are looking for themselves" Pointing out that the signed protocols are the product of such an effort, Iþýkhan continued as follows: "With the protocol we have signed today, we are taking an important step towards raising individuals with the competencies demanded by our employers with the strong cooperation of ÝÞKUR and TOBB. With NIYEP, we will enable our employers to use quotas up to 50 percent of the number of employees. with programs that will last up to 160 actual days, participants will receive theoretical and practical information together and will have the opportunity to immediately apply the competencies they have gained at the end of the program Dec.

Thus, employers will have trained the qualified personnel they are looking for themselves." Minister Iþýkhan stated that within the scope of the program, employers will employ at least 60 percent of the participants for at least twice the duration of the training Jul, thus ensuring that participants can transfer the skills they have acquired directly to business life and that employers will gain qualified labor. Minister Iþýkhan pointed out that one of the biggest problems of working life is informal employment and noted that: "By consulting with relevant stakeholders and public institutions, we have also started our work on reforming work permits in order to meet the needs of our labor market and increase the registered work of foreigners. First, we have reviewed the work permit evaluation criteria. In this process, our General Directorate of International Workforce has also received the opinions of all our institutions. While conducting our studies, we took into account both the labor force needs of the sectors and also took an approach to preventing informal work by foreigners."
